Subcollection: Administration
Extent: 712 files, approximately 24 linear feet
The Administration subcollection provides a comprehensive view of how JDC executives and staff members identified, prioritized, managed and conducted overseas operations in the aftermath of the devastation wreaked by World War II (WWII) and the Holocaust. These materials detail JDC's efforts to sustain the reconstruction of Jewish life in Europe, its support for the establishment of restitution organizations; its wide-ranging slate of relief efforts in the Displaced Persons camps across Europe; and its humanitarian initiatives for Jews in Soviet Bloc countries. These records also testify to the obstacles and dangers that JDC field staff and the communities and individuals they assisted encountered from Communist regimes in Eastern Europe and China.

These files also contain documentation of the establishment of MALBEN, the extensive social welfare system for care of aged and ill immigrants in Israel, in the fledgling state in 1949. Moreover, in the immediate post-WWII period, JDC provided wide-ranging relief and rehabilitation support for education, health and emigration efforts in North Africa, which reflected both the growing interest of American Jews in assisting these Jewish communities and the political ramifications of independence movements in Tunisia and Morocco.

A significant portion of this subcollection, the Individual Files series, contains the files of senior JDC staff who occupied critical roles in JDC's overseas operations, including Moses Beckelman, who served as Vice-Chairman (1946-1950) and later Director-General of the European Executive Council, or EUREXCO (1951-1955); James Rice, Country Director in Switzerland (1950-1953) and Germany (1954); Charles Jordan, who served as Director of Far Eastern Activities (1945) and then was head of the JDC Emigration Department in Paris (1948); and Dr. Joseph J. Schwartz, Chairman (1942-1949) and Director General (1950) of EUREXCO. Their correspondence discusses many issues that JDC marshaled its resources to address: refugee and emigration concerns; the care of tuberculosis patients in Jewish sanitariums in Switzerland and Italy; and interactions with other international relief organizations based in Geneva; and the overall governance of the organization, among numerous other topics.

Other categories of material in this subcollection include: the Conference and Meetings series, which includes reports prepared for the annual Country Directors' Conferences that provide extensive information about the Jewish communities in each country where JDC operated, as well as statistical summaries and conference minutes; the Financial series, which contains documentation of the complex financial arrangements crucial to administering an international relief system in the post-WII era; the General Administration and Personnel series, which documents JDC's daily operations in its overseas offices; and the Publicity series, which includes press releases and news clippings covering major JDC activities, including Operation Magic Carpet. This rescue operation, which was termed "the largest human airlift in history" and funded by JDC, evacuated about 48,000 Jews from Yemen on flights chartered by Alaska Airlines from June 1949-September 1950 to the newly established State of Israel.

Arrangement
To distinguish the administrative activity of the European Headquarters from that of the global headquarters located in New York, the subcollection is designated as the Overseas Record Group. The Administration subcollection is organized into nine series. Within each series, folders are organized alphabetically; within individual folders, documents are generally organized chronologically.

The Country Directors Conference reports give extensive summaries of JDC efforts and operating conditions around the world, fundraising activities, and often include statistical information. The bimonthly Department Head Meeting minutes provide a concise snapshot of JDC activities in Europe, Asia, Israel and North Africa.

The Financial series contains audit reports from JDC auditors Loeb & Troper, reports, charts, tables, ledgers, correspondence, and cables concerning the full range of JDC's finances, including accounting practices, operating expenses, subventions, restitution fund administration, currency transfers and exchanges, audits of overseas offices, and payroll and payroll-related taxes in the U.S. and foreign countries. Financial material generated for individual countries is primarily organized in the Countries and Regions subcollection.

This series provides a contextual background for JDC's efforts to address a humanitarian crises while operating with reduced resources as a result of funds being kept at home for the purpose of American Jewish post-war rebuilding. This state of affairs necessitated painful budget cuts for JDC overseas operations, including the 1950 closing of many offices.
