Detailed Description of the Records
Subcollection: Organizations
Extent: 573 files, approximately 22 linear feet
The Organizations subcollection details JDC's diverse collaborations with governmental and non-governmental organizations, including several United Nations agencies such as the United Nations Relief and Rehabilitation Administration (UNRRA), the United Nations High Commissioner for Refugees (UNHCR), and the International Refugee Organization (IRO), a United Nations agency created in 1946 to assist individuals displaced by World War II, which provided funding to JDC to sustain individuals who qualified for IRO aid; Jewish and non-sectarian philanthropic agencies; and U.S. and foreign governmental agencies during the years 1945-1954. These relationships, which include initiatives with institutions in the fledgling State of Israel after 1949, were essential to JDC's implementation of its global rescue, restitution, reconstruction, and long-term welfare initiatives for Jewish communities worldwide, against the backdrop of epochal events in world history such as the end of World War II in 1945 and the emergence of the State of Israel in 1948. Many of the files reflect the structure, governance, priorities, and personnel of relief and restitution agencies which received funding from or were otherwise affiliated with JDC. A substantial portion of material describes the formation and implementation of domestic and international fundraising campaigns, such as the files of the South African Jewish War Appeal (SAJWA), which document funds transferred from family members in South Africa to refugees in Germany through the auspices of SAJWA and JDC.

Arrangement
The Organizations subcollection is organized into four record groups:

Governments
Jewish Organizations
Non-Governmental Organizations
Intergovernmental

Within each record group, files are arranged alphabetically by the organization's name. Those organizations for which there are at least three files are categorized in series within the record groups, with each series titled according to the organization's name. These series are listed first in alphabetical order. All of the files which appear after these series reflect organizations which have fewer than three files and therefore are not assigned to a series.

Record Group: Jewish Organizations
Extent: 289 files
The Jewish Organizations record group, the most extensive record group in the Organizations subcollection, testifies to JDC's diverse partnerships with global Jewish organizations to address a wide range of humanitarian relief topics: education, health, restitution, migration, and charitable aid. Many of these organizations also received funding from JDC. The files of the South African Jewish War Appeal (SAJWA), which document funds transferred to refugees in Germany from family members in South Africa through SAJWA and JDC, comprise the largest series. Other sizable series include the records of the vocational training organization ORT and its operations in Europe and North Africa and OSE, a French health organization, which provided health programs, such as the establishment of TB sanitoria in Switzerland, in these regions as well. Both ORT and OSE received funding from JDC. This record group also includes several series which contain information on restitution organizations for Holocaust survivors and refugees, many of whom received funding or otherwise partnered with JDC. Also of note is the extensive documentation on the Paul Baerwald School of Social Work in Versailles, which was founded by JDC in 1949 to train social workers for projects in Israel, North Africa, and Europe.

Series 14: South African Jewish War Appeal (SAJWA)
The South African Jewish War Appeal series covers the years 1946-1948 and includes approximately forty files. All but one of these files contain correspondence, lists, and accounting sheets in connection with money transferred to Jews in Germany from relatives in South Africa. This aid was frequently refused by recipients for various reasons, including that the devaluation of German currency rendered transferred money practically worthless. The remaining file in this series includes correspondence about setting up a European advisory council for the JDC and correspondence about visas.

Record Group: Non-Governmental Organizations
Extent: 164 folders
The Non-Governmental Organizations (NGOs) record group contains materials which document JDC's relationships with voluntary associations engaged in educational, health, and social work in Europe, Christian organizations, and agencies concerned with locating missing persons. Of particular note are the files chronicling JDC's relationship with the International Refugee Organization (IRO), a United Nations agency created in 1946 to assist individuals displaced by World War II. These records document the conditions in Displaced Persons (DP) camps, individual cases, resettlement queries, legal complications, and IRO-JDC agreements. The IRO and its predecessor agencies provided funding to JDC, which in turn worked directly with individuals who qualified for IRO aid. Files detailing the work of United Nations agencies, such as the United Nations Relief and Rehabilitation Administration (UNRRA) and the United Nations High Commissioner for Refugees (UNHCR), which worked in concert with the IRO are located in the "Intergovernmental" record group. Of additional note is the correspondence included in the International Tracing Service series regarding ownership of records from concentration camps which were in the custody of the US Army in Germany.
