Subcollection: Administration

The Administration subcollection provides a comprehensive view of how JDC executives and staff members identified, prioritized, managed and conducted overseas operations in the aftermath of the devastation wreaked by World War II (WWII) and the Holocaust. These materials detail JDC’s efforts to sustain the reconstruction of Jewish life in Europe, its support for the establishment of restitution organizations; its wide-ranging slate of relief efforts in the Displaced Persons camps across Europe; and its humanitarian initiatives for Jews in Soviet Bloc countries. These records also testify to the obstacles and dangers that JDC field staff and the communities and individuals they assisted encountered from Communist regimes in Eastern Europe and China.

Other categories of material in this subcollection include: the Conference and Meetings series, which includes reports prepared for the annual Country Directors’ Conferences that provide extensive information about the Jewish communities in each country where JDC operated, as well as statistical summaries and conference minutes; the Financial series, which contains documentation of the complex financial arrangements crucial to administering an international relief system in the post-WII era; the General Administration and Personnel series, which documents JDC’s daily operations in its overseas offices; and the Publicity series, which includes press releases and news clippings covering major JDC activities, including Operation Magic Carpet. This rescue operation, which was termed “the largest human airlift in history” and funded by JDC, evacuated about 48,000 Jews from Yemen on flights chartered by Alaska Airlines from June 1949-September 1950 to the newly established State of Israel.

Arrangement
To distinguish the activities of the European Headquarters from those of JDC’s global headquarters in New York, the Administration subcollection is designated as the Overseas Record Group.This subcollection is organized into nine series. Within each series, folders are organized alphabetically; within individual folders, documents are generally organized chronologically.

Series 1: Conferences and Meetings

The Conference and Meetings series contains reports, correspondence, minutes, cables and notes regarding Country Directors Conferences, meetings with Department Heads, other JDC staff members and employees of other NGOs and preparations for such meetings and conferences. The Country Directors Conference reports give extensive summaries of JDC efforts and operating conditions around the world, fundraising activities, and often include statistical information.

Series 2: Financial

The Financial series contains audit reports from JDC auditors Loeb & Troper, reports, charts, tables, ledgers, correspondence, and cables concerning the full range of JDC’s finances, including accounting practices, operating expenses, subventions, restitution fund administration, currency transfers and exchanges, audits of overseas offices, and payroll and payroll-related taxes in the U.S. and foreign countries. Financial material generated for individual countries is primarily organized in the Countries and Regions subcollection.

This series provides a contextual background for JDC’s efforts to address a humanitarian crises while operating with reduced resources as a result of funds being kept at home for the purpose of American Jewish post-war rebuilding. This state of affairs necessitated painful budget cuts for JDC overseas operations, including the 1950 closing of many offices.
