The Committee on Cultural Activities was organized in May 1922. It had six members, two each representing the American Jewish Relief Committee (AJRC), Central Relief Committee and People’s Relief Committee (PRC), the three constituent Committees of the JDC. Before May 1922, the Cultural Committee of the American Jewish Relief Committee was in operation, Cyrus Adler, Chairman, and its activities continued in reduced degree through the later 1920s.

National fund-raising campaigns for JDC activities were launched in 1921, 1925 and 1930. The first was conducted by the American Jewish Relief Committee (AJRC), in cooperation with the Central Relief Committee and the People’s Relief Committee (PRC). In the 1921 campaign, the JDC represented three constituent committees: the American Jewish Relief Committee, Central Relief Committee and People’s Relief Committee (PRC). In that campaign, wherever a joint drive was conducted locally, the funds went to the JDC but the proceeds were credited to the three committees by the following formula: American Jewish Relief Committee 65%, Central Relief Committee 20%, People’s Relief Committee (PRC) 15%. In the 1921 campaign, the JDC represented three constituent committees: the American Jewish Relief Committee (AJRC), Central Relief Committee and People’s Relief Committee (PRC). In that campaign, wherever a joint drive was conducted locally, the funds went to the JDC but the proceeds were credited to the three committees by the following formula: American Jewish Relief Committee 65%, Central Relief Committee 20%, People’s Relief Committee (PRC) 15%.
