Record Group: Norway
This Record Group documents JDC’s efforts in Norway from the years 1946-1954 and is comprised of 35 folders divided into four series: Administration, Subject Matter, Organizations and Localities. There is about one linear foot of documents including correspondence, press releases, audits and budgets. JDC worked in Norway on behalf of diverse groups of Jews. Refugees from other European countries and blind displaced persons were resettled in Norway; TB patients were brought from Italy to Norway for care and post-care reintegration into society; children from North Africa spent 6-8 months in rehabilitation facilities in Norway before moving to Israel with the Youth Aliyah program; and children at risk for developing TB were cared for in group settings. The Record Group includes correspondence concerning the deaths of more than 30 people when an aircraft carrying Youth Aliyah children from Tunis to Norway crashed near Oslo. Other documents discuss building of houses for DPs being resettled in Norway and the opening and closing of the JDC offices for Norway. There is a 16-page report written in 1946 documenting the status of the Norwegian Jewish community after the Holocaust and World War II.

The Palestine/Israel Record Group spans the years 1945-1954 and consists of 252 folders in 18 boxes divided into three series: Administration, Organizations and Subject Matter. The folders have been divided into three distinct subcategories based on the geographical name of the area at the time of documentation. All folders containing material covering the years 1945 until May 14, 1948 when the geographical area was known as Mandatory Palestine are titled Palestine. Files that originate from the reestablishment of the State of Israel, May 14, 1948 -1954 have Israel in the title. Files that contain documents from both the Palestine period and Israel are designated as Palestine/Israel in the title. The Administration series includes correspondence and reports on the general situation in Israel with regard to immigration and hardcore cases; discussions leading to the creation of Malben; financial records for the distribution of monthly subventions to Yeshivoth and other institutions by the JDC together with monthly, quarterly and yearly statements with lists of recipients and supplementary allocations; memorandum on finance; allocations from Israeli government, Jewish Agency and Israeli organizations; discussions and correspondence on dollar exchange rate for philanthropic organizations; budgets, income and expenditure statements for Malben.
The Organizations series reflects the cooperation between the JDC and other organizations in Palestine/Israel to provide health, education, financial assistance and social services to diverse groups in the population . It includes correspondence and memorandum between Ministry of Welfare and JDC officials to foster cooperation on specific issues: use of Paul Baerwald School of Social Work (PBSSW) to train Israeli social workers and promote positive attitude toward assimilation of North African immigrants; correspondence, cables and memorandum related to Malben and aged institutional care; ORT vocational training programs; memoranda, cables and reports on O.S.E. Medical Program in Israel. The Subject Matter series includes correspondence, cables, reports and other documents on movement of children and youth from post-WWII Europe to Palestine/Israel (Youth Aliyah); immigration to Israel; rehabilitation projects for survivors; relief supplies for DP camps in Europe; relief and medical aid for detainees in Cyprus detention camps; medical programs for tuberculosis patients; and absorption of hundreds of thousands of new immigrants.

JDC resumed operations in Poland in 1945 and worked openly until December, 1949, when the JDC offices were forced to close by the Communist government and programs turned over to local committees. Documents in the Poland Record Group cover the years 1945-1954 and are comprised of 272 folders in 13 boxes, a total of approximately four linear feet. This record group is divided into four series: Administration, Localities, Organizations and Subject Matter. Documents include correspondence, budgets, reports, the statute establishing the Solidarnosc Jewish workers’ cooperative, audits and other documents. In Poland, JDC dealt with the medical, religious, educational, financial and emotional needs of Jewish survivors. Individual claims comprise 145 folders, dealing with money loaned to JDC during World War II with expectation of repayment after the war. Files concern repatriation of Polish-Jewish children and reunification with their parents; emigration of children, poor Jews, and yeshiva students; and medical care for blind people and TB patients. Efforts for reconstruction of the economic life of the Jewish community include establishment of cooperatives, reconstruction banks and work with Solidarnosc, purchases of food and wool and importation of sewing and buttonhole machines. Assistance to individuals included efforts to locate death certificates for relatives.
Education efforts include support for Hebrew schools and yeshivas, providing educational supplies, and documentation of the nationalization of schools. Joint worked closely with a number of other organizations and files include correspondence with ORT, World Jewish Congress and the Council of Foreign Voluntary Agencies. JDC’s overseas headquarters was in Lisbon from 1940 until 1945, when it returned to Paris. JDC maintained an office in Lisbon until 1950, when it was closed for budgetary reasons. The Portugal Record Group consists of 35 files in two boxes, totaling just under a linear foot, covering the years 1945-1954. The material is organized into four series: Administration, Subject Matter, Organizations, and Localities. Two of the series, Organizations and Localities, have one file each. There is correspondence regarding an application to the Paul Baerwald School of Social Work in Organizations and a report on the synagogue in Oporto in Localities. Documents in Subject Matter and Administration concern education, restitution, assistance to refugees, office administration and discussion of the destruction of the Lisbon records upon the move of the JDC.

JDC operated openly in Romania from 1945 until 1949, when the Communist government ordered JDC to cease operations and Romanian efforts were turned over to a local committee. The Romania Record Group covers the years 1945-1954 and includes 430 folders in 12 boxes, about 4.5 linear feet. The folders are divided into four series: Subject Matter, Organizations, Localities and Administration. Just over 308 folders are legal case files, generally cases of people requesting repayment for money loaned to JDC during the Holocaust or people seeking restitution for property seized during the war and Holocaust. A number of these claims originated in other countries, but were indexed under Romania and have remained with the Romanian documents. The remaining folders reflect the complexities of reestablishing Jewish life in Romania and the accompanying financial and administrative paperwork. Documents include audits, reports, budgets, statistics, and charts, copies of Romanian laws, lists of names, correspondence, and activities reports. The Sweden Record Group covers the years 1946-1954 and consists of 50 files contained in two boxes, a little less than one linear foot. JDC closed its office in Sweden in 1949 due to budget constraints, but continued to operate in the country. In these years, Sweden accepted refugees and allowed tuberculosis patients into the country for treatment and rehabilitation. Several of the files in this record group are restricted legal case files dealing with the settling of debts by the Joint and claims on the Raoul Wallenberg Fund, money which had been under Wallenberg’s control before his disappearance. .Documents in the files include reports, analysis of aid programs, audits, budgets, and correspondence. Record Group: Switzerland
The Switzerland Record Group reflects not only JDC efforts on behalf of refugees and DPs in Switzerland, but also JDC activities in other countries in Europe. There are 282 folders in 10 boxes, covering the years 1945-1954 and organized into four series: Administration, Subject Matter, Organizations and Localities. The 282 folders include 197 case files, generally dealing with individual claims for money loaned to JDC during World War II and the Holocaust. In those years, Saly Mayer in St. Gallen, was JDC’s main conduit for getting funds into Nazi-occupied countries. Legal Files include documents on the Becher deposit case and the Rothmund case. Kurt Becher was an SS officer who received a payment of gold, cash and goods to allow the “Kastner Train,” a train of Jews to escape from Hungary in 1944. Dr.Hans Rothmund was head of the Swiss Federal Police and worked closely with Swiss Jewish leaders in the 1930s and 1940s. In 1954 he was accused by a Swiss newspaper of suggesting to the German government in 1938 that the passports of German Jews be stamped with a “J”. Documents include correspondence, reports, cables, audits, charts, budgets and statistical data. Many refugees and DPs were sent to Switzerland for treatment of tuberculosis and many files deal with TB patients and sanitariums. There is also correspondence with and about other organizations, such as OSE and VSIF, that JDC worked with and provided with subventions. There are lists of survivors and emigrants, files on restitution laws, reparation funds, financing of old age homes, and field trip reports.

Record Group: Syria
JDC did not have an office in Syria in the years 1945-1954, but in 1948 began providing subventions for educational, medical and religious agencies working in the Jewish community. The Syria Record Group is comprised of six folders in three series: Administration, Subject Matter, and Localities. Documents include copies of Syrian legislation, correspondence about a Passover grant, reports and correspondence on the Jewish communities of Aleppo and Damascus, as well as a situation report on Syria. Other documents include requests for aid, budgets, and statements of expenditures and correspondence with the heads of educational institutions.
