Record Group: Greece

The Greece record group, spanning the years 1945-1954, consists of 85 files in four series, Administration, Organizations, Subject Matter, and Localities. The files document activities aided or coordinated by the JDC, including medical care of tuberculosis patients, legal analysis for the purposes of obtaining restitution for heirless Jewish property, emigration and aliyah of Greek Jews, the operation of loan kassas to help individuals reestablish their economic functioning, and specific activities in Athens, Salonika, and Janina. Prominent subjects covered in the files are survivors, refugees, childcare, restitution, education, emigration, finances, JDC offices, and personnel. The overall state of the Jewish community in Holland is described in several reports on different aspects of the Jewish situation, which are catalogued in the Localities series. Also included in the files are lists of deportees in Marseilles and of Dutch citizens imprisoned by the Germans who ended up in Sweden. Numerous files deal with the Apeldoorn Children’s Home, which took in Jewish children from various parts of Europe. The material on restitution is also fairly comprehensive and includes lists of deceased individuals, correspondence on the subject of heirless property, and restitution laws. Record Group: Hungary

The Hungary record group, covering the years 1945-1954, is composed of 369 files divided into the series Administration, Organizations, Subject Matter, and Localities. The materials in the files include names lists, correspondence and cables, country and program reports, minutes of meetings, audits, financial and statistical reports, copies of legislation, applications for support from producer cooperatives, and other documents. The earliest materials in these files are lists of Hungarian Jewish survivors (one of files also includes lists of survivors from Poland), including the Register of the Jewish Survivors in Budapest, bound in book form. The JDC ran an extensive program in Hungary until its formal activities there were ended by the Hungarian government in 1953. This record group documents such activities as legal and political analysis of possibilities for restitution of Jewish property, the operation of welfare programs, extensive support for medical facilities such as a maternity hospital and a nursing school, emigration work, economic reconstruction activities including operating loan kassas and supporting producer cooperatives, provision of religious and holiday supplies, educational aid, the rebuilding of synagogues, and the subventioning of a variety of Hungarian Jewish organizations. The direct responsibility for the JDC program was transferred to a local organization, the United Jewish Communities, in 1950 due to government pressure including the arrest of the JDC Hungary director in 1949. Minutes of meetings of the Central Executive Welfare Committee of that organization are included in the files. The files also document the JDC’s involvement in a parcel program to aid Jews in Hungary after 1953. These parcels were sent to needy individuals and contained items such as food and clothing. The record group includes a significant number of case files of individuals who requested or received aid from the JDC.

The Iran record group covers the years 1947-1954 and is comprised of 39 files catalogued under the series Administration, Organizations, Subject Matter, and Localities. The material in this record group includes reports, correspondence, minutes of meetings, and audit reports. During the years covered in this material, the JDC developed programs to aid educational and health efforts for Iranian Jewish children and to support medical initiatives such as the founding of a hospital by the Jewish community. The educational programs in Iran were run by the international Jewish educational organizations Ozar Hatorah, Alliance Israelite Universelle, and ORT, and the JDC provided funding and oversight for these programs. Health initiatives for treating diseases such as trachoma and teigne were frequently intertwined with the educational programs. The JDC operated in Luxembourg by financing the local Jewish organization Entr’aide Isralite, which submitted reports to the JDC Brussels office, headed during most of these years by Kate Mendel. Included in the files are financial and statistical reports submitted by Entr’aide Isralite and reports on the status of Jews in Luxembourg, which cover matters including restitution, aid, and legal issues related to foreign Jews. One file contains a report on the state of Luxembourg as a whole. The record group also contains correspondence about the provision of aid to individuals by Entr’aide Isralite, correspondence with the International Refugee Organization about individuals’ eligibility for aid, and correspondence on restitution laws. Also included are copies of legislation on the legal definition of death.

Record Group: Morocco

The Morocco record group is comprised of 121 files covering the years 1945-1954, and includes the series Administration, Organizations, Subject Matter, and Localities. JDC began aiding the Jewish community of Morrocco in 1947, and an office was opened in the country in 1949. JDC sponsored extensive programs in Morocco in the fields of nutrition, medicine, and education. The Jewish population of Morocco at the time was largely poor and suffered from malnourishment and extremely high rates of childhood diseases and infant mortality. JDC worked, frequently in cooperation with the health organization Oeuvre de secours aux enfants (OSE), to provide health services including treatment for trachoma, ringworm, and tuberculosis, documented here in various medical files and reports from the OSE. In the field of nutrition, JDC sponsored milk stations and feeding programs. JDC also funded the expansion of the Jewish educational systems of the Alliance Israelite Universelle, Ozar Hatorah, Lubavitch, and ORT, and made efforts to ensure professional standards in local educational institutions. In addition, JDC worked to expand and professionalize the field of social work. Among other things, it sent students to the Paul Baerwald School of Social Work in Versailles, and also ran social work training courses in Morocco. The files also document the operation of a loan kassa to help struggling artisans, the provision of religious articles to Moroccan Jews, and reports on Jewish communities. Also of note are reports of riots and pogroms. Hélène Benatar, a lawyer who became active on behalf of refugees during the war, was the JDC country director of Morocco until 1950, when William Bein took her place.

Record Group: North Africa

The North Africa record group covers the years 1945-1954 and is comprised of 61 files in the series Administration, Localities, Organizations, and Subject Matter. During these years, JDC developed programs in the North African countries from Morocco to Libya, largely under the leadership of Hlne Cazes Benatar. JDC’s operations in North Africa began with the aiding of Jewish refugees in North Africa during the Second World War, and the earliest file of this collection includes a list and other material relating to the repatriation of refugees in 1945. The bulk of the material in the record group focuses on aid to refugees, education, medical care, child care, and emigration. Much of this activity was carried on in cooperation with other organizations. The files contain material on questions of IRO eligibility for refugees, and they document cooperation with OSE to provide healthcare, Ozar Hatorah and ORT in education, and the Jewish Agency in emigration. Also of note is material on emergency aid provided to Jewish communities after pogroms, material on a training program in nursing for North African students, country and field trip reports, and materials on financial aspects of the program. Additional material on North Africa is contained in the record groups for Algeria, Morocco, Tangiers, Tripolitania (Libya) and Tunisia.
